Dresden Visa Centre is primarily designed to receive applications for long-term residence titles from non-EU citizens who are long-term/permanent residents in a Schengen Area, European microstate or in Cyprus and who are continuously residing those states for a period of at least 2 years. 

Applications for long-term residence permits can also be submitted by third-country nationals who are exempt from the territorial consular competence rule.
